We recommend a tie-off grant to the Trans-Border Institute (TBI) at the University of San Diego for its influential work on justice reform in Mexico. TBI's Justice Project in Mexico analyzes and promotes efforts to strengthen judicial institutions, improve transparency, and increase access to justice in Mexico. In recent years, the project has become the leading U.S. effort to analyze the rule of law in Mexico. As a result, it has attained substantial influence as a source of objective information and analysis to inform U.S. and Mexican policymakers. Tie-off funding would ensure continuation of the project as it transitions to support from other donors.
