The Carter Center is a nonpartisan, international think tank that works in collaboration with Emory University, focusing on issues such as peace, health, democracy, and human rights. The goals of this grant are to finalize and disseminate an access to information implementation assessment tool. This will allow researchers to measure the capacity of government agencies to effectively implement access to information reforms, and make recommendations on how to develop administrative systems that will facilitate greater citizen access to public information.
