Overview
The Program on Government Oversight (POGO) and Startup Policy Lab (SPL) will launch the Truth in Public Comment (TiPC) Project to examine possible cyber manipulation of public comment processes at three federal agencies.The inability to detect the use of bots and cyber-attacks threatens the public comment process and Congressional oversight of federal programs. Policymakers may reach inaccurate conclusions about public opinion or discount public comments because of uncertainty over authenticity of submissions; and, citizens may cease to participate in the rule-making process because of lost trust.TiPC develops tools to detect fraudulent comments more systematically, while still encouraging citizens to submit public comments.

The Project On Government Oversight (POGO) works toward a more responsive and effective government by bolstering the separation of powers and the balance between branches that are at the foundation of our democratic system. POGO works with policymakers throughout the government to craft and promote solutions to improve effectiveness, and it enhances congressional capacity through training staff to responsibly fulfill Congress’ oversight mission and help prevent executive overreach. POGO builds partnerships across the country to uplift these reforms to improve overall government effectiveness in a just and equitable manner. A government that is effective and responsive to the needs of the public strengthens our democracy.

The Project on Government Oversight is "a nonpartisan independent watchdog that champions good government reforms." Founded in 1981, the project supports Congress, the executive branch, journalists, and others working for accountable and transparent government in the United States. This grant will support continuing revitalization of the project’s well-regarded bipartisan Congressional Oversight Training program, which educates congressional staff on how to help the members they are serving plan and carry out more effective oversight activities. The project seeks to bolster this critical function of Congress and in so doing redress the ideologically driven oversight that is both a symptom and increasingly a cause of political polarization.
