For A Project To Improve Public Accountability And Service Delivery For Marginalized Groups In Kenya

Overview
The National Taxpayers Association (NTA) mobilizes and empowers Kenyans to influence government budgets and spending and to monitor the delivery of public services at national and subnational levels. In the last grant period, NTA focused on counties where the auditor general’s report revealed extensive misappropriation of funds and successfully mobilized groups of taxpayers to engage and hold officials in those counties to account for the lost funds. Following this, the taxpayer groups engaged actively in county budget processes to ensure that allocations were responsive to public priorities. This grant will enable NTA to undertake research and advocacy to ensure that the Kenyan government’s post-COVID-19 stimulus package is inclusive of the priorities of women and youth. This project is informed by lessons from the prior grant where inclusion of minority groups was only on paper. NTA will mobilize women and youth in two counties to engage with governments to ensure that allocation of funds take their needs into account. NTA will then draw on the lessons from this project to inform inclusive budget processes at the national level. (Strategy: Transparency, Participation, and Accountability)

The National Taxpayers Association mobilizes and empowers Kenyan citizens to monitor the delivery and quality of public services and engage national and county governments around service delivery challenges. This grant will enable the association to help taxpayer groups participate effectively in county budget planning and implementation. The association will also study how institutional arrangements under the constitution impact taxation and the incentive structure of county governments.

The National Taxpayers Association (NTA) helps Kenyan citizens make the connection between the taxes they pay and the quality of the services they receive. Through this project NTA would involve parents in monitoring key aspects of schooling and then help parents and communities address areas of concern. They would also conduct background studies to understand the current tax structure at the national and county levels as well as opportunities for greater transparency, accountability, and pro-poor targeting of government revenue. Through broadly sharing findings from each of these projects NTA hopes to strengthen community voice in demanding accountability and quality service provision across Kenya.
