Center for Democracy and Technology

For A Project To Protect Cybersecurity Research

Overview
A grant to the Center for Democracy and Technology will allow it to study obstacles to cybersecurity research and identify policy options to overcome them. Specifically, the project will (1) bring together key stakeholders to develop a clear statement of the value of security research to cybersecurity and the legal uncertainties researchers face; (2) build consensus for a voluntary approach to security research and vulnerability disclosure that has broad support from key stakeholders (e.g. government, industry, the academic and independent research community, and the larger public); and (3) advance policy frameworks that will create a more certain and permissive environment for good-faith security research.
