Overview
Advocates Coalition for Development and Environment (ACODE) conducts independent research and analysis of public spending in Uganda, advocates for evidence-based public policies, and builds citizens’ capacity to use data to demand accountability and improved services from government. During this grant period, ACODE will pursue its strategic plan, which includes strengthening public finance management and increasing economic opportunities for women, men, and youth; improving governance and sustainable utilization of environment and natural resources; and strengthening ACODE’s institutional capacity to harness science, technology, and innovation for sustainable development in Uganda. for support of the Citizens' Budget Tracking and Information Centre  
Advocates Coalition for Development and Environment (ACODE) uses data, independent research, and analysis to promote public policies that improve the lives of poor citizens and marginalized communities in Uganda and within the East African community. In 2009 ACODE set up the Citizens’ Budget Tracking and Information Centre to: 1) promote needed policy reforms in the management of public funds and public services; and 2) improve the delivery of public services by providing credible, reliable, and timely information to citizens. Support from the Hewlett Foundation will allow the Centre to scale up its long-term tracking and analysis of resource flows from the central government to frontline service providers in five priority sectors: education, health, agriculture, roads, and natural resources. Through budget policy advocacy, training local partner organizations, and catalyzing a network of civic champions across the country, ACODE will help ensure that citizens have the information and skills they need to demand the effective use of public resources.

Advocates Coalition for Development and Environment (ACODE) conducts independent research and analysis of public spending in Uganda, advocates for evidence-based public policies, and builds citizens’ capacity to use data to demand accountability and improved services from government. During this grant period, ACODE will deepen its research on fiscal governance and continue its work to promote citizen-government engagement. ACODE will also use results from the Local Government Councils Scorecard Initiative to foster government responsiveness by raising awareness about the availability and quality of public services.
