The Lugar Center was established in 2013 by former U.S. Sen. Richard Lugar to promote informed debate and problem solving on global issues and better governance in the United States, especially in Congress. This grant will support the Democracy Program Congressional Oversight Hearing Index and its transition to one or more university-based partnerships to ensure the long-term production and dissemination of the Bipartisan Index and the Congressional Oversight Hearing Index.

The Lugar Center, formed in 2013 and led by former U.S. Sen. Richard Lugar, encourages informed debate and problem solving on global issues and bipartisan governance in the United States. Its governance work includes the Bipartisan Index, which ranks the level of bipartisan legislative co-sponsorships in Congress by member; programs to enhance congressional oversight; and promotion of bipartisanship through public events, training programs, speeches, social media, and other formats.
