This grant supports the revision, reprinting, and dissemination of a manual The Constitution Project first published in 2009, "When Congress Comes Calling: A Primer on the Principles, Practices, and Pragmatics of Legislative Inquiry." Intended for congressional staff, members, and certain executive branch officials, the manual explains our constitutional system of checks and balances and describes the powers of Congress to conduct investigations and how to do it. The project is timely since heightened partisanship in Washington calls for a clear exposition of the rules, so that Congress, executive branch officials, the press, and the public will better understand congressional obligations and powers.
