SPARC Europe is a Dutch foundation dedicated to ensuring that research and education are accessible to all and to making open science, open scholarship, and open education the default in Europe. Their mission is to provide leadership to Europe’s research community, and in particular its libraries, to enable the conditions, opportunities, and rights for increasing access to Europe’s research and education for all. With this grant, SPARC Europe strives to expand access to European education by strengthening open education policy and practice in higher education libraries to help deliver on the UNESCO Recommendation on OER. for supporting the UNESCO OER Recommendation through academic libraries in Europe  
SPARC (the Scholarly Publishing and Academic Resources Coalition) Europe is a Dutch foundation dedicated to making open address, open science, open scholarship, and open education the default in Europe. This grant aims to increase the visibility of the benefits and opportunities of open education in higher education libraries throughout Europe. Activities include building a European library network; assessing the community’s needs and progress through research; sharing knowledge across countries; and advocating for OER, open education, and open infrastructure. This work also will inform and advance implementation of the UNESCO OER Recommendation. (Substrategy: Field Building)
