For Research To Inform A New Program On Transparent, Accountable Financial Flows For Development

Overview
With Hewlett's support, Oxfam America will research and produce a planning paper for how greater transparency on financial flows for development can translate into stronger public accountability between citizens and states on pro-poor public policies and investments. A number of other Oxfam affiliates and external organizations are already deeply invested in this field. This research will aim to position Oxfam America as a useful ally on these issues within the broader Oxfam confederation, and as a partner to other Hewlett grantees, such as the International Budget Partnership, Revenue Watch and Publish What You Fund. Ultimately, the planning paper will feed into Oxfam America’s next strategic plan (2013 to 2019), which proposes a major new program of work called "Active Citizenship in Pursuit of Effective Development Investments".

for a program to promote equitable tax policies in Ghana  
Oxfam America works closely with local civil society organizations around the world to promote transparency of government revenues and spending and to increase public participation in decisions about how public resources are allocated and spent. Oxfam’s vision in Ghana is “a just, equitable, and sustainable society where those with power are accountable and citizens realize their rights.” Oxfam’s Accountable Governance and Just Economy program supports increased citizen oversight and influence in the use of government revenues and resources in Ghana. Building off the previous one, this grant aims to sustain and scale up gains from the ongoing initiative for improved transparency, accountability, and performance of government tax revenue at both the subnational and national levels in Ghana through active citizenship and civil society engagement and oversight by end of 2024. for Oxfam Novib's Voice initiative  
Oxfam America will provide funding to Oxfam Novib to support the Voice initiative, which promotes inclusive governance across 10 countries in Africa and Asia. Under the Voice initiative, Oxfam Novib will partner with the Transparency and Accountability Initiative, a donor collaborative, to support efforts by community-based organizations that seek to increase access of people who are marginalized and discriminated against, notably persons with disabilities, to the decision-making processes on how government revenues are allocated and spent. for the Power and Money program  
Oxfam America’s Power and Money program promotes government and corporate transparency and creates opportunities for citizens to participate in decisions about how public revenues are generated, allocated, and spent. Oxfam advocates at the international level for stronger governance and transparency norms and works with local partners at national and subnational levels to promote effective implementation of those norms. During this grant period, Oxfam will intensify efforts to protect civic space and foster greater participation of women and minority groups in fiscal matters.
