Overview
With Hewlett's support, Oxfam America will research and produce a planning paper for how greater transparency on financial flows for development can translate into stronger public accountability between citizens and states on pro-poor public policies and investments. A number of other Oxfam affiliates and external organizations are already deeply invested in this field. This research will aim to position Oxfam America as a useful ally on these issues within the broader Oxfam confederation, and as a partner to other Hewlett grantees, such as the International Budget Partnership, Revenue Watch and Publish What You Fund. Ultimately, the planning paper will feed into Oxfam America’s next strategic plan (2013 to 2019), which proposes a major new program of work called "Active Citizenship in Pursuit of Effective Development Investments".

Oxfam is a global organization that fights inequality to end poverty and injustice. This grant to Oxfam America will support Oxfam’s implementation of the Women’s Economic Empowerment and Care (WE-Care) program in Ethiopia, Kenya, Uganda, and Zimbabwe, and support opportunities for influencing unpaid care and domestic work in regional and global spaces. The WE-Care program works to increase women’s and girls’ time and choice to participate in economic, political, and social life by transforming how unpaid care and domestic work is valued, shared, and invested in through supporting civil society and women’s rights organizations, educating men and boys and religious and cultural leaders, and conducting policy influencing. This grant will support advocacy for unpaid care and domestic work and undertake a collaborative co-creation process to design the next phase of the WE-Care program globally, regionally, and nationally in Ethiopia, Kenya, Uganda, and Zimbabwe. for support to Oxfam West Africa’s project enhancing women’s participation in extractives governance
Oxfam West Africa is a global organization seeking to combat inequality by mobilizing extractive industry revenues toward social spending. This grant aims to ensure that women and other marginalized groups are able to participate, influence, and have equal voice in decision making about how extractive industry revenues are reported, managed, and used in Burkina Faso, Ghana, Niger, Nigeria, and Senegal. This grant will particularly focus on strengthening the advocacy efforts to push for 30% of development funds from extractive sector revenue to benefit the development and rights of women and girls.
