Overview
The National Resources Defense Council is proposing to expand its efforts in China to implement a national coal cap there. The Council will work with government research institutes to build the technical case, and with civil society groups, thought leaders, and the media to press the case for a coal cap. The goal is a more focused policy on limiting coal consumption, and to establish a set of policies directed at national and provincial targets, a responsibility and evaluation system for targets, and sectoral and local pilot plans and programs that will supplement and strengthen existing policies for energy-saving and pollution reduction. NRDC is a long time grantee of the Foundation where we have mostly funded their domestic efforts.
