Lincoln’s work on congressional capacity is rooted in the need to build strong institutions that support sound governance of innovation, capturing its benefits while mitigating its disruptive effects. This includes improving science and technology policy expertise in the legislative branch, as well as leveraging Lincoln’s in-house technical expertise to improve capabilities and governance of Congress’s digital services and information technology infrastructure.
