Overview
This is a program support grant for the Environmental Defense Fund’s methane abatement work. The grant funds three general areas of work. First, to identify and work in three to six states where the state oil and gas commissions can institute rules to reduce methane emissions from oil and gas production. Second, to use the experiences gained from working in the states to advocate for methane emission standards to the Environmental Protection Agency. Finally, to promote methane emission and best-practice drilling standards on federal lands from the Department of the Interior. This builds off successful work to regulate methane emissions in Colorado and Texas.

The Environmental Defense Fund works in dozens of countries around the world on environmental challenges from toxic waste to climate change. This grant will support its office in China to provide technical support for the development of policy options that encourage the production of zero-carbon “green” ammonia, particularly for nitrogenous fertilizer production. The grant will support EDF's representative office in China to train its staff in knowledge and skills application in program design and implementation, and to inspire the team to discover solutions to guide and adjust to the changing environment and challenges in a timely manner.
for the China Program to enhance the design of carbon border adjustment mechanism  
This grant will support the Environmental Defense Fund’s China Program in promoting innovative climate technology demonstration at the subnational level, and enhancing emission reduction market mechanisms at the national level. (Substrategy: China National Policy)
