Overview
The Council of Chief State School Officers--a nonpartisan, nationwide, nonprofit organization of public officials who head departments of elementary and secondary education in the states--will act as the fiscal sponsor for an Organizational Effectiveness grant to the SMARTER Balanced Assessment Consortium (SBAC, a 29-state consortium developing a common K-12 student assessment system). SBAC--which currently operates only temporarily under the fiscal aegis of the state of Washington--will engage an expert third-party consultant to assist with the development of a comprehensive strategic plan that will yield an organizational structure that is efficient and effective at maintaining and improving the Consortium's next-generation assessment system following its launch in the 2014/15 school year; Consortium state members will consider the plan for chartering and adoption as they determine whether or not to more permanently continue their collaboration on assessments.

With this organizational effectiveness grant, the council will build its internal capacity to openly license its materials and serve as an advocate for open licensure among its peers and constituents.

The Council of Chief State School Officers (CCSSO) is a membership association that serves the heads of state departments of elementary and secondary education. CCSSO would help provide support for Learning Registry - known as "the card catalog for digital resources" - focusing on working on the governance, maintenance, and future upgrades of Learning Registry with guidance and technical support from its members, and other entities such as its partners, the U.S. Department of Education, and other people and groups interested in Open Education Resources (OER). This work is expected to advance the OER program's strategic goal of supporting a robust technical and institutional infrastructure for the broader OER stakeholder community.
