Overview
The Center for American Progress is a multi-issue, nonpartisan policy institute whose core mission is to generate new policy ideas and translate them into progressive change. It partners with others across the ideological spectrum to forge consensus policies and improved ways of governing. At a time when long-standing democratic norms are facing unprecedented strain, the center is focused on revitalizing public institutions and improving policymaking procedures. This project will evaluate and propose changes to how the budget process operates, since that has become one of the most visible breakdowns of the legislative process in Congress.
