Overview
The Center for American Progress (CAP) is a multi-issue, nonpartisan policy institute whose core mission is to generate new policy ideas and translate them into progressive change. It regularly partners across the ideological spectrum to forge consensus policies and improve ways of governing. At a time when long-standing democratic norms face unprecedented strain, the center is focused on revitalizing public institutions and improving policymaking procedures. This project will advance work CAP has done to evaluate and propose changes to how the congressional budget process operates, including by researching and advancing proposals on emerging issues in federal budgeting.

for the China climate and competitiveness programs
The grant is to support Center for American Progress in promoting increased pace and scale of Chinese climate actions. It will leverage climate diplomacy to enable domestic mitigation, use policy analysis and advocacy to enhance productive competition for climate action, and convene analysis to support high-ambition norms and standard setting. for the Energy and Environment Program
The Center for American Progress’ Energy and Environment Program is charting an equitable and just path to a 100% clean economy. Over the next two years, the center will support swift implementation of federal legislation to ensure effective deployment of federal climate investments and ambitious fulfillment of the regulatory requirements of the Clean Air Act. It will also continue to demonstrate to Americans that bold climate action will produce tangible benefits, in addition to decarbonization. The center plays an important role in building consensus around priorities for decarbonization among environmental, environmental justice, and labor organizations.
