This grant will support the Carter Center’s Democracy Program, which works to support democratic elections and strengthen participatory democracy, consistent with human rights.

The Carter Center is a nonpartisan, international think tank that works in collaboration with Emory University, focusing on issues such as peace, health, democracy, and human rights. The goals of this grant are to finalize and disseminate an access to information implementation assessment tool. This will allow researchers to measure the capacity of government agencies to effectively implement access to information reforms, and make recommendations on how to develop administrative systems that will facilitate greater citizen access to public information.

The Carter Center has been working in the field of access to public information since 1999, becoming a recognized leader on the issue of transparency and right to public access to information around the world. The Center’s model of working with all stakeholders, particularly governments and civil society, remains unique, and draws upon the Center’s access to high levels of leadership and its reputation as a trusted international actor in this field. The goals of this grant are to finalize work on, and dissemination of, an access to information legislation implementation assessment tool (IAT). The tool is the first diagnostic tool of its kind that identifies the extent to which a government has implemented its law and provides a road map for improvements.
