Overview
Housed within the Association of Research Libraries since 1998, the Scholarly Publishing and Academic Resources Coalition (SPARC) is best known for its work promoting Open Access—the free, immediate, online availability of scholarly research articles, coupled with the rights to reuse those articles fully in the digital environment. With this new program, SPARC aims to use the expertise and network it has built through Open Access to expand the use of OER in formal education in the United States. SPARC project leaders will facilitate OER advocacy efforts on campuses and throughout the nation. The coalition has nearly a decade of experience coordinating the Open Access movement in this fashion, working successfully at both state and federal levels, and expects to add significantly to the OER movement.
