The Virginia Community College System (VCCS) is a group of colleges that leads the United States in investment in OER and has created the world’s first all-OER degree programs. VCCS will establish zero-textbook-cost degrees based on OER at 15 of its colleges in 2015. This work further promotes OER adoption and equitable access to education for all learners.
