Overview
The Council of Chief State School Officers (CCSSO) requests funds to support continued work of the OER advocacy coalition. The coalition will raise awareness, support convenings, and provide policy analysis and technical assistance to states and federal government to support OER implementations across the country. A core activity of the project will involve identifying and supporting 3-5 states where the large-scale adoption of OER might be possible. This will also involve clarifying the metrics that CCSSO, the partners, and Hewlett will use to assess the progress of states along a continuum of activities. In addition to state support, the project will continue federal advocacy efforts to ensure topical information about states' activities and breakthrough innovations are known to national leaders.

The Council of Chief State School Officers (CCSSO) is a membership association that serves the heads of state departments of elementary and secondary education. CCSSO would help provide support for Learning Registry - known as "the card catalog for digital resources" - focusing on working on the governance, maintenance, and future upgrades of Learning Registry with guidance and technical support from its members, and other entities such as its partners, the U.S. Department of Education, and other people and groups interested in Open Education Resources (OER). This work is expected to advance the OER program's strategic goal of supporting a robust technical and institutional infrastructure for the broader OER stakeholder community.
