Overview
Like many districts implementing multiple improvement initiatives, the Hayward Unified School District (HUSD) faces the challenge of tracking progress on particular outcomes tied to each reform effort and the challenge of ensuring that they work together in a coherent way to improve teaching and learning across all schools in the district. As part of its three-year reform initiative (funded by the Hewlett and Cowell Foundations), the superintendent convened an Evaluation Design Group in 2006 to develop a framework for monitoring HUSD's reform efforts with an emphasis on indicators of progress. The Evaluation Design Group completed the first iteration of the "leading indicator framework" in 2007, and the district has been using the tool to track its work across schools. The superintendent would like to continue the Evaluation Design Group, as it has been a productive forum for building the district capacity to improve.
