Publish What You Pay (PWYP) is a global coalition of civil society organizations that seeks to enhance transparency and accountability in natural resource extraction. Coalition members conduct research and carryout advocacy in resource rich countries to ensure that resource extraction is done responsibly and that citizens of these countries get maximum benefit from the extraction of their natural resources. PWYP has been very successful in promoting transparency and accountability in the extractives sector. However, the coalition does not have a systematic framework for monitoring, evaluation, and learning. This Organizational Effectiveness grant is to enable them develop one as part of their ongoing strategic review.

The coalition aims to ensure that payment and other disclosures made by extractive companies and governments through channels such as the Extractive Industries Transparency Initiative lead to better and more accountable use of natural resource wealth. The coalition’s advocacy has led to the inclusion of gender disaggregated data and company ownership data as requirements in the global extractive disclosure standard. Their priorities include focusing on driving greater compliance with reporting standards at the country level, developing members’ capacity to use data in advocacy campaigns, and fostering citizen participation in decisions about the allocation and use of extractive revenues. This grant to Publish What You Pay (PWYP) will support the expansion of a pilot to promote gender-responsive feedback mechanisms within the Extractive Industries Transparency Initiative (EITI) to improve policy outcomes for women in this sector. This Transparency, Participation, and Accountability grant is aligned to the fiscal transparency and governance channels substrategies, contributing to global norms and standards and participation mechanisms that encourage the participation of women, considering their needs and experiences. The grant will support EITI multistakeholder groups in seven target countries to implement and document the impact of gender provisions; secure additional commitments in the global EITI Standard in 2022; and build the institutional understanding and capacity of PWYP national coalitions and regional and global leadership on the principles and approaches of feminist natural resource governance.
