Overview
The WICHE Cooperative for Educational Technology has joined forces with the Midwestern Higher Education Compact (MHEC) to host a summit this fall to increase the adoption and use of OER in MHEC member states. Working in small groups comprising MHEC members and OER experts, participants will share best policies, practices, and strategies; analyze the status of OER efforts in their states; and devise action plans that emphasize multilevel approaches. MHEC plans to establish regular follow-up with team leaders and state participants to support state implementation of OER.

The four regional higher education compacts (MHEC, NEBHE, SREB, and WICHE) comprise the National Collaboration for Open Educational Resources (NCOER). Working in partnership, the regional compacts provide policy and practice support, enable substantial research efforts, develop OER solutions that promote equity, and coordinate efforts to scale and sustain the use of high-quality OER nationally. With this organizational effectiveness grant, the compacts plan to develop an internal and external communications strategy to support their collaborative work and to further enable the scaling and adoption of OER across the country. In partnership, the four higher education regional compacts — Midwestern Higher Education Compact, New England Board of Higher Education, Southern Regional Education Board, and Western Interstate Commission for Higher Education — aim to increase access, affordability, and equity using OER. The compacts have formed the National Consortium of Open Education Resources to advance OER across their member states. With this grant, WICHE (as a member of the consortium) will build capacity for policy and effective practice, enable substantial research, and develop open education solutions that promote equitable learning across the country.
