The R Street Institute is an innovative and pragmatic think tank based in Washington, D.C., that seeks to expand the domain of free markets. R Street advocates for "limited, effective government." Under the direction of co-founder and President Eli Lehrer, the institute plans to launch a new project exploring how Congress operates, including the mechanisms and processes that Congress uses to carry out its budget, tax, and appropriations functions and other legislative roles. This one-year project grant would enable R Street to assess, prioritize, and develop the issues it can address productively in this area, consistent with its focus on policy areas characterized as "high complexity and low saliency" in the eyes of the public.

R Street is providing intellectual and policy guidance to cultivate broader conservative support for birth control access, and is playing a key role in growing a left-right coalition around the topic.
