For The Development Of Mexico's Open Government Partnership Action Plan

Overview
This grant will support Gesoc, Agencia para el Desarrollo (Gesoc), as chair of a core group of civil society organizations that are part of the Open Government Partnership in Mexico, to reactivate the Open Government agenda in Mexico and develop the Fourth National Action Plan; support capacity-building of local groups working on the open government agenda at the state level; and establish transparency and accountability criteria and promote public policies to address the problem of unregulated digital government surveillance.

for assessing Mexico’s federal evaluation policies linked to performance-based public spending  
This grant would allow Gesoc to develop the next two editions of the Social Programs Performance Index, and replicate it at the state level, as well as in at least one other Latin American country. Gesoc aims to improve the design, performance, transparency, and quality of public spending in Mexico for social programs targeted at vulnerable and poor populations.
for strategic and organization structure planning  
GESOC is a Mexican not-for-profit organization focused on analyzing, ranking and disseminating information about public evaluations to federal subsidy programs. This organizational effectiveness grant will support GESOC to follow-up priority recommendations from a comprehensive organizational assessment completed early in 2012. Through a specialized consultancy, the group will refresh and enhance its institutional strategy, and based on that, will also reorganize its internal structure and processes to enhance its own capacity.
for assessing federal evaluation policies that are linked to performance-based public spending  
This grant will enable Gesoc to continue tracking the efficiency of subsidy programs by updating its rankings on the design and performance of subsidy programs. Gesoc’s ultimate goal is for performance information to be incorporated into budget efficiency analysis and decision making. The organization will also develop, with support from partners such as the Mexican technology group CitiVox, IT applications to disseminate the data they produce in low-cost, user-friendly formats appealing to a wide array of audiences.
