For Assessing Mexico’s Federal Evaluation Policies Linked To Performance-based Public Spending

Gesoc aims to improve the design, performance, transparency, and quality of public spending in Mexico for social programs targeted at vulnerable and poor populations. This grant will allow Gesoc to consolidate its efforts to strengthen the use of evidence to improve transparency, effectiveness, and quality of public spending. Gesoc will develop the next two editions of the Federal Social Programs Performance Index, the second and third editions of the State Index of Social Development Capacities, identify a reform and advocacy agenda on initiatives to modify the current social policy paradigm, and work collectively toward sustainable fiscal policy.

Gesoc generates evidence and open data for fiscal transparency; strengthens transparency and accountability as tools for social development; and ensures that budget allocation and other policies have a human rights perspective. They develop the Performance Index of Federal Public Programs to provide evidence for newly elected administrations, and to serve as a tool to advocate for efficient, transparent, and quality social expenditure. Gesoc also develops the State Index of Social Development Capacities and collaborates with eight local governments to improve their capacity to deliver quality public services, aligned with local open government efforts.
