Overview
The Alliance for Securing Democracy, housed at the German Marshall Fund of the U.S., develops strategies to defend against and deter efforts by state actors to undermine democracies. A bipartisan and trans-Atlantic initiative, the Alliance is developing greater understanding of how a range of tools–including cyber attacks, disinformation, malign finance, economic coercion, and support for extremism–are being used to undermine democracies, and developing means to combat them. The Alliance convenes experts and policymakers to analyze and expose activities by foreign actors to undermine our democracies, raise awareness about this threat, develop shared policy solutions, and deter this activity in the future.

The Alliance for Securing Democracy at the German Marshall Fund of the United States develops comprehensive strategies to deter, defend against, and raise the costs of authoritarian efforts to undermine and interfere in democratic institutions. The Alliance brings together bipartisan experts on disinformation, malign finance, emerging technologies, election integrity, economic coercion, and cybersecurity, as well as regional experts, to collaborate across traditional stovepipes and develop cross-cutting frameworks to better understand authoritarian threats to democracy and build more robust defenses against them.
for support of the Digital Innovation and Democracy Initiative
This grant will support the Digital Innovation and Democracy Initiative at the German Marshall Fund in its efforts to diagnose the vulnerabilities of the U.S. information ecosystem and share with relevant stakeholders research into the causes of and solutions to the spread of disinformation. The program accomplishes this wider goal by building a network of expert scholars, practitioners, and policymakers to engage in an evidence-based discussion of solutions, addressing the root causes of disinformation as well as mechanisms for maintaining free expression, privacy, security, and innovation. This interdisciplinary community, fluent in the best thinking from academia, policy, and the private sector, will not only participate in convenings and produce research but will also develop frameworks and materials to translate the research for the public, the press, policymakers, and other stakeholders.
