Overview
We recommend support for Energía, Tecnología y Educación, S.C. (ENTE). The goal of this project is to generate a proposal based on best practices of Public Benefit Funds for energy efficiency and renewable fuels on how to utilize the Energy Transition Fund in Mexico. The project includes surveys and analysis of best practices of Public Benefit Funds in the United States and Mexico, interviews with Mexican stakeholders, and proposing procedures on how to optimally use the Funds. If the Energy Transition Fund (the result of a law recently approved by the Mexican Congress to accelerate incorporation of renewable energy sources into the national energy mix) is used wisely and effectively, it could foster two key greenhouse gas (GHG) mitigation measures and could help Mexico reduce its GHG emissions significantly. A study done by ENTE in 2008 with the support of the William and Flora Hewlett Foundation found that close to 40 million tons of CO2 per year (a reduction of 22%) could be obtained by 2016 with an investment in energy efficiency and renewable energy no larger than 1,000 million US$ per year for ten years. This proposal is intended to inform the policy making process so that best practices are incorporated in the Mexican transition towards energy efficiency and renewable fuels.
