For A Project To Develop An Online Tool To Simulate Changes In Tax Policy In Mexico

The Centro de Investigación Económica y Presupuestaria would begin the third phase of its fiscal simulator, an interactive, public, Web-based tool that allows other policy advocacy organizations and individual citizens to evaluate different fiscal scenarios for Mexico. This grant would allow for (1) incorporating the behavior of economic agents on public finances, (2) developing a special module on public health systems, and (3) involving and training a larger number of users to increase the penetration and impact of the tool.

The Centro de Investigación Económica y Presupuestaria (CIEP) A.C. is a think tank in Mexico that aims to contribute to the public debate and decision making on economic and public finance issues. This general support grant aligns with the Fiscal Transparency substrategy of the Transparency, Participation, and Accountability strategy. CIEP implements activities such as research and capacity building of economists on public financial issues; providing technical assistance to decision makers; development of tools for fiscal analysis; and communications support to translate their findings for citizens, journalists, and decision makers.

This grant will allow the Centro de Investigación Económica y Presupuestaria (CIEP), A.C. to complete a public expenditures analysis by developing two public expenditure reports on financing public infrastructure and public security. CIEP will study alternatives to expand the fiscal space, as well as construct a database to improve the accuracy and targeting of fiscal policies. It will continue work on its fiscal simulator and promote its use by creating micro simulations in other countries in the Global South that are experiencing fiscal contraction. In addition, CIEP will develop participatory budgeting tools for public expenditures on key public services, such as health, at the local level.
