For A Project To Develop An Online Tool To Simulate Changes In Tax Policy In Mexico

This grant will allow the Center to complete the development of its fiscal simulator, a public, Web-based tool that enables citizens to model different fiscal scenarios encompassing 95 percent of federal income and 90 percent of the federal expenditure. Given the recent energy reform, the fall in international oil prices, and the demographic dividend, the Center will develop two thematic modules within the simulator to analyze oil resources, as well as public expenditures in education, health, and the pension systems. The Center will also develop three reports: two separate reports that provide an analysis of expenditure in education and health and its relationship with the quality of the service, and a third report on expenditure in the pension system and its relationship to the demographic dividend.

This grant will allow the Centro de Investigación Económica y Presupuestaria (CIEP), A.C. to complete a public expenditures analysis by developing two public expenditure reports on financing public infrastructure and public security. CIEP will study alternatives to expand the fiscal space, as well as construct a database to improve the accuracy and targeting of fiscal policies. It will continue work on its fiscal simulator and promote its use by creating micro simulations in other countries in the Global South that are experiencing fiscal contraction. In addition, CIEP will develop participatory budgeting tools for public expenditures on key public services, such as health, at the local level.
