For A Project To Survey Interest In Developing Norms For Cyber Warfare
Overview
A grant to the Carnegie Endowment for International Peace will expand and extend its project to explore the desirability and feasibility of developing international norms to limit the use of offensive cyber weapons. The endowment will build upon its research (conducted with funding by the Hewlett Foundation) to date, and develop a clearer framework and process for adoption of such principles through unilateral, bilateral, or multilateral policy instruments.
