Overview
A grant to the Carnegie Endowment for International Peace would expand and extend its project to explore the desirability and feasibility of developing international norms to limit the use of offensive cyber weapons. If funded, the Endowment would build upon its first round of promising interviews and research (conducted with funding by the Hewlett Foundation) to identify possible types of restraints that could be meaningful and acceptable to leading states, as well as a framework for adoption of such principles through unilateral, bilateral, or multilateral policy instruments.
