Overview
We recommend a project grant to CALSTART to explore a politically viable means of increasing fees on gasoline and diesel in California. CALSTART works with business, fleets, and government to develop and implement clean and efficient transportation solutions. The objective of the grant is to conduct further legal research and analysis on the feasibility of a policy scheme to enact a price on carbon for fuels in California. This research is particularly relevant after the defeat of Prop. 23 but the passage of Prop. 26 in the November 2010 elections.
