Overview
Lawfare is a blog dedicated to a non-ideological debate of hard national security choices. With 16 million pageviews last year, Lawfare has cultivated a wide and technically savvy audience and effectively expanded their collective interest in areas beyond traditional security issues. Through this grant, Brookings will hire a fellow-level scholar to elevate the level of discourse on Congress. With expanded capacity and in coordination with existing in-house expertise on congressional process and procedure, Lawfare will begin to consider the responsibilities, failures, and priorities of Congress through this highly technical and non-partisan forum. Such coverage will incorporate a deep understanding of congressional policymaking and a normative view of what the institution is and should be.

for support of Lawfare’s congressional coverage
Brookings, in cooperation with Lawfare, aims to inform public debates on important questions of national security and effective governance through timely expert analysis focused on the health of American democracy. Amid partisanship and echo chambers, both policymakers and the public need objective information and analysis to help make informed opinions and policies that drive a healthier, more representative, and more secure America. This grant maintains editorial independence for the newsroom. (Substrategy: Legislative Branch)

The Brookings Institution conducts in-depth research that leads to new ideas for solving problems facing society at the local, national, and global level. The Center for Sustainable Development at Brookings generates leading research and insights for advancing the development and implementation of the Sustainable Development Goals within and across countries. The center is committed to generating evidence, tools, and policy recommendations that support networked societal leadership for sustainable development. This grant will support the center in advancing a new program on gender and sustainable development. (Strategy: International Women’s Economic Empowerment).
for support of research on Congress
The Brookings Institution conducts independent, in-depth research that leads to pragmatic and innovative policy solutions. This grant enables the Brookings Governance Studies program to continue its research and analysis related to Congress and its ability to fulfill its constitutional and problem-solving responsibilities. The research team led by Senior Fellow Molly Reynolds will explore a range of congressional reforms, including ongoing efforts to modernize the House of Representatives and big-picture questions about the future of the Senate and its place in our democratic system. Other areas of focus include budget and appropriations process reform; congressional oversight; and congressional capacity, productivity, demographics, and related issues.
