Brookings

For Phase II Of The Learning Metrics Task Force To Inform Global Policy Discourse

Overview
In July 2012, the Center for Universal Education at the Brookings Institution and UNESCO’s Institute for Statistics launched the Learning Metrics Task Force. Through global and technical consultations, the Task Force has built consensus and put forward recommendations on the skills and competencies that are important for all children and youth to develop, as well as an initial set of indicators that are feasible and desirable to track progress on learning at a global level. The Task Force’s work has already created considerable momentum for an "access plus learning" goal in the post-2015 development agenda. This grant to the Center would continue to build the necessary political will in the post-2015 negotiations. In addition, the Task Force would both contribute to and coordinate the additional technical work and institutional capacity building needed to ensure that country governments and regional bodies are able to implement them. The Center would also coordinate with civil society organizations and other key constituencies that are working to hold governments, donors, and international organizations accountable for making progress on improving learning.
