Overview
Recent years have seen the federal budget process oscillate between exhaustion and crisis. The "grand bargain" that only recently seemed within reach has proven to be elusive. A growing number of observers believe that the challenge lies in large part with the convoluted process for budgeting within Congress. This project grant to the Brookings Institution will enable its Economic Studies staff, which will in turn be working with colleagues at other institutions, to orchestrate a collective assessment of the current budget process from new and illuminating vantage points and set the stage for a longer-run effort to improve it.
