Overview
A grant to the Stimson Center would allow it to begin a pilot project in Brazil to lay the groundwork for collaborative development of the "dual-benefit model" that Stimson has created. The dual benefit approach transforms governments of the Global South from recalcitrant "targets" of nonproliferation policy into sustained advocates for new nonproliferation efforts. Over the course of the past eight years, Stimson and a consortium of partners—including developing governments, local NGO partners, regional and sub-regional organizations, donor governments, and the philanthropic community—have used this approach to yield sustainable, cost effective solutions to the challenge of WMD proliferation.
