Overview
This is a project grant for the Clean Air Task Force (CATP) to supplement their work to promote carbon capture and storage (CCS) through enhanced oil recovery (EOR). Specifically the project will focus on whether there is a role for tax exempt financing to promote capturing CO2 from power plants and using it for EOR in older existing wells. If CATF determines there is a role, they will quantify what impact the financing will have on federal revenues. CCS through EOR serves two key purposes: it allows grantees to work with fossil fuel interests on carbon policy, and it serves to test the proposition that CCS can be brought to scale at a reasonable cost.

for scoping effective implementation of new legislation
This grant to the Clean Air Task Force will enable a network of organizations to develop a plan to support the responsible build-out of low- and zero-carbon technologies, consistent with the federal government’s decarbonization goals to reduce emissions by 50 percent by 2030 and to reach net zero emissions by 2050. The plan will consider how to document and communicate the ways these projects benefit communities, such as the creation of high-paying local jobs and strengthening community tax bases.
